He is called the “Eldest Fatherless” this would be the case if he was created with Arda when it was sang into existence. Also the One Ring had no effect on him, Tom Bombadil himself seemed unable to affect the Ring in return which showed that Tom was outside the divine plan and the struggle of Good vs Evil and had no position in it. Tom Bombadil’s neutrality in the struggle between Good and Evil would also suggest his existence as a spirit of nature because nature is always neutral. Tolkien invented Tom Bombadil in memory of his children’s Dutch doll, and wrote light-hearted children’s poems about him, imagining him as a nature-spirit evocative of the English countryside. The second poem (Bombadil Goes Boating) in the adventures of Tom Bombadil anchors him in Middle-Earth with him sailing down the Brandywine in Middle-Earth the poem also mentions a number of Middle-earth locations, including Hays-End, Bree and the Tower Hills, and hints at the events of the end of the Third Age, But all in all these are just theories to a character Professor Tolkien intentionally left a mystery “And even in a mythical Age there must be some enigmas, as there always are.
